2003年4月11日～12日，以走新型工業(yè)化道路為主題的“第三屆中國煤炭高層論壇”在北京九華山莊召開。來自全國煤炭企業(yè)戰(zhàn)線的參加了會議。
    在論壇開幕式上，中國煤炭工業(yè)協(xié)會會長、中國工程院院士范維唐率先做了“走煤炭新型工業(yè)化道路的若干思考”的主題發(fā)言。范維唐院士的發(fā)言贏得了與會各界人士的認(rèn)同。
    兗礦集團董事局主席趙經(jīng)徹，平煤集團公司董事長、黨委書記陳慶祿，中煤集團公司副總經(jīng)理李鐘奇，山東科技大學(xué)教授、中國科學(xué)院院士宋振騏，力拓礦業(yè)北京代表處任商務(wù)分析經(jīng)理杜東海等與會代表就中國煤炭大集團戰(zhàn)略、煤炭企業(yè)體制創(chuàng)新、發(fā)展戰(zhàn)略、信息化建設(shè)、煤炭市場營銷等方面闡述了自己的觀點。
    此次論壇由中國煤炭工業(yè)協(xié)會主辦、煤炭信息研究院承辦，中國科學(xué)院院士宋振騏、中國工程院院士洪伯潛、陳清如、周士寧，以及國家煤礦安全監(jiān)察局等有關(guān)政府部門負(fù)責(zé)人、大型煤炭企業(yè)、煤炭科研院校的負(fù)責(zé)人共200余人參加了此次論壇。有20位同志做了大會演講。論壇由中國煤炭工業(yè)協(xié)會第一副會長濮洪九等領(lǐng)導(dǎo)主持。
    China Coal Top Forum 2003 held
    Under the title of "Taking a new road to industrialization", China Coal Top Forum 2003 was held on April 11 ~ 12, 2003 in Beijing. China s coal industry s top officials, key leaders of giant coal companies and many top coal experts and scholars attended this forum.
    At the opening ceremony, Fan Weitang, chairman of China National Coal Association and academician of the Chinese Academy of Engineering, delivered his key-note speech entitled "Some thoughts on taking a new road to industrialization in the coal sector". He pointed out that taking a new road to industrialization in the coal sector in China is a great undertaking under the new historical conditions against a background of new social progress. This great cause should be based upon the application of the latest technology and technological advancement to increase economic returns and market competitiveness, enhance sustainable development strategy, bring into full play the best of human resources available, appropriately enlarge employment opportunity and greatly improve work safety conditions.
    Fan also said, although China s coal industry has developed into the stage of an industrial sector that is partially modernized, the coal sector of China remains on the whole a labour intensive one. Many problems are preventing the sector from achieving a healthy development.
    On the way how to realize the new industrialization in the coal sector, Fan Weitang said that the first thing to do is to promote informatization in the coal sector so that many key aspects of the coal production, coal industry management, coal marketing and work safety monitoring can be improved in terms of productivity. The second thing to do is to promote the coal industry structural optimization and upgrading and at the same time attach greater importance to the relations between large- medium- and small-sized coal mines, the further participation and/or withdrawal of state capitals and the relations between the core business of coal mines and their emerging businesses arising from their extended industrial chains. The last but not the least, a healthier development of China s coal industry will not only need the efforts of its own, but also a benign environment. There is much to do to improve the taxation systems, electric coal pricing, relieving of the social burdens on coal mines and finding solutions to the substandard business operation of small-sized coal mines and disorders in coal marketing competition, etc.
